Books (HTS Chapter 49) carry a 0% base duty rate in the United States. But the Section 321 US$800 de-minimis — which used to let low-value parcels skip formal entry — ended for ALL countries on 29 August 2025 (and earlier, 2 May 2025, for China/Hong Kong). Low-value imports now clear customs and a carrier may add a clearance fee, even though books themselves remain duty-free when correctly classified. Confirm current CBP rules at time of purchase.

Threshold: The Section 321 US$800 de-minimis ended globally on 29 August 2025; there is no longer an informal-entry exemption. Books are still 0% duty under HTS 4901, but the parcel still clears customs.

What to expect

  • Even duty-free, US Customs and Border Protection can hold any parcel for inspection, adding 3–7 business days.
  • Post-Brexit, UK sellers no longer benefit from any EU–US mutual agreements; the parcel enters under standard UK-origin rules.
  • State and local taxes are not collected at the border and are not the carrier's responsibility — no action required from the buyer.
  • Insure for full declared value; USPS Royal Mail international tracking ends at the US border for some service levels.
